Was it an exchange or a copy? Having 2 Heather’s running around would be troublesome. Even if the original is tied up somewhere, that has catastrophic failure written all over it.
The question I see as obvious; Why does He want to steal her Identity? What sort of plans he has are not apparent, though one can guess that they cannot be for good, especially for Heather.
