Humans don’t have natural magic, in the same way we don’t have natural flight.
In the BFverse, humans can still create and use wands, potions and other magical implements in the same way that we create and use aircraft in the real world.
What Busty literally means is that humans don’t, as a *rule*, have magic; she’s well aware that there are exceptions.
However, I can see Junior’s concern leading to some serious unintended consequences. Like, she decides humans should have magic, and gives everyone in the castle a gift they’re ill-prepared to use properly, especially since she won’t bother to let anyone know she’s doing it. Next thing you know, all sorts of random wish-fulfillment is creating havoc on a scale never seen before.
And for a change, it happens because a faerie had *good* intent!
Don’t forget that “Junior” is actually Attitude.
I am sure we will be shown what caused her transformation from a wide-eyed idealist to a jaded cynic. Eventually.
